IS 3238: the Indian standard for gear couplings
IS 3238 is the Bureau of Indian Standards specification covering gear couplings as a complete product. Where AGMA 9002 dimensions only the bore, IS 3238 addresses the coupling itself — and on a domestic Indian order it is usually the document that decides whether a delivery is accepted.

1. Why a domestic standard exists
Engineers outside India sometimes ask why a domestic standard is needed when international documents already exist. The answer has less to do with engineering than with procurement. Public sector undertakings, state utilities, railways and a great many private Indian process plants write tender specifications around Indian Standards, because those are the documents their inspection regimes, statutory approvals and internal quality systems are built on.
A supplier bidding into that environment is not weighing IS 3238 against an international standard on technical merit. The tender names the document, and compliance is a condition of the order.
There is a straightforward practical reason too: India works in metric. An inch-series bore and keyway practice is awkward on a plant where every shaft, key and measuring instrument is metric, and where a fitter asked to work to thousandths of an inch is using units nothing else on site uses. A domestic standard aligned to metric conventions removes an entire class of conversion error at the shaft interface.
2. What it governs
IS 3238 addresses gear couplings as a complete product, which puts it in the same category as a whole-coupling standard rather than a component practice. That is a different role from the one AGMA 9002 plays — AGMA 9002 dimensions the bore and stops there.
3. Metric conventions at the shaft interface
This is where the difference shows up day to day. Indian practice follows the ISO metric tolerance system: bores are specified using ISO fit designations, and keys follow metric parallel key conventions rather than inch-series ones.
That is a different tolerance grammar from AGMA’s — not a stricter or looser version of the same one. Converting between the two by rounding a dimension is the single most common way a bore mismatch reaches site, and it is entirely avoidable by specifying in the system that governs and letting the manufacturer work in it.
4. What a BIS-referenced order expects
Worth setting out, because this is where most disputes arise and where an unfamiliar supplier is most likely to fall short. The hardware is rarely the issue. What the order expects is evidence.

5. Against AGMA practice
The contrast is less about tolerance values and more about what accompanies the goods. A general export catalogue coupling built to AGMA bore practice arrives with a drawing. A coupling supplied against an IS-referenced order arrives with a document set — and the effort of producing that set is a real cost that belongs in the price, rather than being discovered afterwards.
Where the order requires third-party inspection, the inspecting agency works through those same documents. An incomplete set stops the release regardless of how good the coupling is.
6. If you are buying from outside India
Name the governing document explicitly on the enquiry, with its revision, and say whether you require the coupling to be manufactured to IS 3238 or simply to be dimensionally compatible with an existing installation. Those are different requests and they carry different prices.
State the fit system you are working in — a drawing mixing inch bores with metric keys will be built exactly as drawn and will not assemble. And if your specification adds requirements beyond the standard, such as a particular balance grade or documentation format, put them in the enquiry rather than in the inspection report, where changing anything costs both parties money.
